Thanks for the link...the “working” people of Wisconsin are like taxpayers everywhere—fed up with lavish benefits and retirement plans for state workers. And, for every state trooper, firefighter and (yes) teacher that puts in a full work week, there are loads of bureaucrats who collect substantial paychecks for very little work.
Let me offer a personal case-in-point. After retiring from the military, I did contract analytical work for DoD. The organization where I worked was located on a base with a major command headquarters. It was GS-12/13/14 heaven; lots of them had been on the job (and I use that term loosely) for more than 20 years, and did very little work. Most effort was aimed protecting their turf, and finding a way to move up the food chain-without any major increases in workload.
In my own position, for example, my “production” plan was—get this—five analytical pieces a year. Length and quality of content were not specified. I exceeded my annual production plan seven times over by simply doing my job. Yet, there were many analysts who struggled to meet that low goal, and they often used “shortcuts” to meet their quota by contributing a few paragraphs to someone else’s work (yes, it still counted toward the “contributor’s” annual quota. Average salary for these deadbeats: $70,000 a year.
Still, I managed to find someone at the base who did even less work. A friend of mine worked in the education directorate. One of their senior staffers was a GS-14, at the top of the step ladder for that particular grade. The ‘14 had stopped doing productive work years ago, but none of the supervisors wanted to build a case to fire the guy.
Finally, the GS-15 running the directorate hit on an idea: he assigned the deadbeat to “review” new books and education and management, and prepare summaries for him. In other words, this GS-14 was being paid to write book reports that no one read, and did nothing to advance the mission. His salary at the top of the GS-14 pay ladder: more than $100,000 a year. He has since retired, with a very generous pension and health care to boot.
Obviously, the slackers that I knew were federal employees. But I’d bet that Wisconsin has more than its share of similar deadbeats, the same ones who were marching in Madison when they were supposed to be working.

It has to be some form of a sad and pathetic psychosis for people to still believe and talk like that.
