Actually they can. The 3/5ths qourum requirement ONLY applies to fiscal legislation. So they could go ahead with CCW / gun legislation and other non-fiscal laws.

Is a law stating that if an elected official misses 10 or more consecutive days of a legislative session then that official has vacated that office a non-fiscal law?
If so, the solution is obvious.
Interesting. I wonder what the criteria is for member expulsion. In the US House, expulsion only requires a 2/3rds vote, which is marginally smaller than 3/5ths - maybe they can pull that off.
That should start some riots.
Why stop there? Make the Rats head explode and pass OPEN carry. Ban abortions. Ban teacher tenure. Require ID to vote. All those things that always make Rats go into hissy fits.

The GOP should start passing a new non fiscal law everyday and then hold a presser to make sure the Dems in hiding hear all about it. That should get them back to the state house.
Excellent. Let's throw off some more constraints.
Or, perhaps, there is ONE single Demon-rat senator of the 14 who give a damn about their state. Probably not, but maybe one could be convinced to define their little tin god Hussein.
The GOP can change the Senate rules can’t they? Change it to a majority of those present and voting. And let’s see if the Democrats remain on the lam!
