"The 3/5ths qourum requirement ONLY applies to fiscal legislation" Interesting. I wonder what the criteria is for member expulsion. In the US House, expulsion only requires a 2/3rds vote, which is marginally smaller than 3/5ths - maybe they can pull that off.
That should start some riots.

Scratch that - 2/3rds would be more. Of course, that’s assuming it’s actually 2/3rds. It could be simple majority for all I know.

Expel one at a time ... like a count-down clock. Ask who's next (or just spin a wheel with names to see who's going to be the next expelled member).
Then wa-la the quorum # is met by those still left in the WI state house.
