The omnibus spending bill that passed the House contained explicit language that prohibits funding for the closure of Gitmo and the transfer of detainees to U.S. soil. The provisions were roundly attacked by Eric Holder and the DOJ.
But guess what? The Senate version of the omnibus includes a superseding provision that would allow the transfer of detainees to the U.S. for the purpose of conducting civilian trials.

My guess is every single damn thing the bottom feeding democrats couldn’t get thru over the past two years but lacked the votes or the political courage is contained in this perversion of the process.

How many funding bills start in the Senate?
They probably used a “shell” bill that technically originated in the House.
None. But remember, there's companion legislation that has already passed the House. These two bills will meet in Committee, and a conference report will be issued. Both chambers will then vote, up or down on that Report - of course, that's assuming that anything gets out of the Senate initially.
Or, Harry could (I believe) just bring the House bill over for a vote on the Senate floor. Assuming he has the cloture votes, an up or down vote could be held on that original piece of legislation.
I could be wrong on that last part - I'm not entirely sure if the Senate committee would have to vote on the House bill before Reid put it to a floor vote.
Demint has threatened to have the huge Ominbus bill read. That could take about 40 to 60 hours to read by rotating shift by the clerks.
The critical point for us is to make sure the funding doesn't get enacted now, so that the GOP House will have ownership control in 2011.
The omnibus must be defeated. I hope everyone is calling his or her senators.

What a bunch of cornballs running the US Government!
They got the message, they just don’t give a sheit.
According to the US Constitution, none.
But they get around this by passing a Senate bill, then passing an identical House bill, which is then returned again to the Senate for final approval. That way, they can say that the first bill passage, was just an advisory deal.
