Not in NYC. I know a plastic hanger is considered garbage and you will be fined if you throw it in the “plastic recycle” bin (true story).

When you pick up a newspaper off the street, it is litter. I'd even say that when you brought your newspaper with you to the subway, read it on the trip and as you exited the subway threw it away, it's litter. But when you bring your newspaper [or fast food container or soup can or vacuum cleaner bag] out of your apartment and dump it in the city litter basket just outside your apartment, that's NOT litter, it is household garbage. That is what she did according to the article.

She said, 'You just dropped garbage in there,'

it is NOT about recycling or even litter.
