Democrats looking past Schwarzenegger in special budget session.

SACRAMENTO -- Lame-duck Gov. Arnold Schwarzenegger appears to be out of the political capital he would need to balance the state's budget before leaving office.

As he prepares to open a special session Monday on a $6.1 billion shortfall in the spending plan signed just two months ago, Democrats are looking beyond Schwarzenegger to Gov.-elect Jerry Brown.

"Gov. Schwarzenegger is not going to be driving this discussion, I'm quite certain about that," said Assemblyman Sandré Swanson, D-Oakland, a member of the Assembly budget committee.

Instead, he said, Democrats plan "serious discussions "... so we can hit the ground running when Brown gets in."

Still, Schwarzenegger will offer his proposal to deal with the current-year shortfall. And he expects all 120 lawmakers -- including 38 taking new seats -- to get to work on it immediately, spokesman Aaron McLear said.

"Our hope is they share our desire to fix this," McLear said. "There are not a lot of options that haven't been explored."

The solution will be solely in "ugly" cuts, he said, similar to those lawmakers have had to make in the past couple of years.

"Cuts will happen either under this governor or the next," McLear said. "And the sooner, the easier it is."

Brown, who will take office on Jan. 3 and is required to offer his first budget a week later, has said he won't undercut Schwarzenegger in his final days. At the same time, he has said he needs to get to work immediately with lawmakers -- who will be able to produce a budget on a simple majority vote, since voters last month approved a ballot measure that eliminated the two-thirds requirement.

They can produce a budget on a simple majority vote, but still can’t get past our constitutional 2/3rds majority vote requirement to raise taxes. We also had a prop that closed the loophole on raising fees and levies without a 2/3 vote.

It’s squirm time. All the easy cuts have been made and and the new republicans in DC probably aren’t going to be sending any money to bail CA....... at least not without mandatory structural changes.

Agreed, and it needs saying again: "Governator Schwarznegger turned out to be a pussy RINO girley-man Obama-supporting socialist in the end." We have had Libs - Davis & Brown II - they failed. We have had a RINO - Arnie - he failed. Can we remember anyone who succeeded? Oh yes! What was his name....?

Meaningless, since a super majority is still needed to raise taxes. The new 50% budget vote only means that Republicans now have absolutely NO say in anything and can't even get some crumbs for their districts.

Buh-bye, Kalifornia.

What do you mean, "turned out to be"??? That is what he was from the beginning. He simply lied to get elected, just like any RINOcrat. Those who knew his character here on FR tried to warn the public, to no avail. When the GOP crowd saw us being out-shouted by their paid hacks here on FR, that is when they knew the rank and file GOP would fall for "he can win."

It simply was not true.

Here is the last USA Today/CNN/GALLUP poll before the recall.
