Evacuation in place? This is an outstanding way to get 20 million civilians killed. What they should be doing is evacuating Seoul now, and sending the civilians south away from the DMZ.

REALLY?
What is South Korea supposed to have done to deserve ‘retaliation’?
The North ATTACKED the South.

I have actually been in one of these shelters. It houses an underground mall and can be reached from the lower levels of the Lotte Hotel. Very extensive shelters. Plenty of clothes and food available.
