DOD is to best of my knowledge using chips these days. If this was really a bomb detection dog owned by the DOD why was it not secured by the handler be they a LEO a FLEA or DOD employee.

When I cross trained over to EOD teams the K9 trained by military were not being sold to civilians or police.
Albeit ....my era in K9 was early 70’s things may have changed.
