The roaring motorcycles -- primarily Harleys -- have led to a bill that would target motorcyclists who remove factory-installed emission control devices mandated by the federal government and replace them with custom, aftermarket parts that often make their bikes louder and more polluting.
SB 435 had been approved by the state legislature and now is sitting on the Gov. Arnold Schwarzenegger's desk. The Harley-riding governor has until Sept. 30 to sign the bill into law or veto it.
If the governor puts his stamp of approval on the measure, motorcyclists would be required to post a visible, unaltered Environment Protection Agency stamp to confirm the exhaust system is clean burning and does not exceed 80 decibels -- about the same noise level as a vacuum cleaner. The stamp would only be required for motorcycles and aftermarket parts made after 2013.
"The noise caused by illegally modified motorcycle exhaust systems is a major quality of life issue across the state," said state Sen. Fran Pavley, a Democrat from Agoura Hills. "Basic common sense and decency dictates that when a motorcycle drives by and sets off every car alarm on the street, that is too loud
First-time offenders would be fined up to $100; tickets could be voided if the owners bring their bikes back into compliance. Subsequent infractions would be subject to fines of $100 to $250.

I’m amazed at the sound levels some bikers get away with. Pretty sure that any car making that much noise would be pulled over and ticketed.
I still remember a group of yuppie bikers revving their fancy bikes in a national park. Obnoxious as hell!

I’m with you! Kids in Japan do the same thing, ripping off their carefully designed pipes and blasting away at mega-decibels at all hours of the night in total inconsideration of other people.

I live in Charleston, SC and its an absolutely beautiful city. Great restaurants, bars, shops, etc and I enjoy all the city has to offer.
That being said, when I’m on my Harley and I ride through the city, I can see a difference in the looks I get as opposed to when Im just walking around. Its as if being a on bike (and my Harley is kinda loud), wearing old blue jeans, boots, and a garage workshirt, makes me some kind of freak.
To make it worse is seeing todays liberal version of men; prancing around in those skin-tight jeans, their little scarves and Justin Beiber haircuts, it just makes me laugh and shake my head.
Many motorcyclists intentionally modify the exhaust as a safety precaution. The loud noise informs cars if their presence, since most cars do not see motorcycles.

Thats the difference between liberals and conservatives, a conservative never whines about something that he/she is responsible for. How does my loud pipes intrude? I say roll up your damn window and deal with it.
This kind of law doesn’t surpeise me, afterall its California-stan. A state so screwed financially they “hold Americans responsible” for paying college tuition for illegals. Citizens there started losing basic freedoms so long ago, they don’t even recognize it when what little they have is being erased. But thats why I’d never live there.
Here in South Carolina, we’d tell people like you where you can stick that law and that would basically settle that.
Unnecessary law...just enforce existing law...aftermarket pipes/headers are already regulated by CARB and the California Vehicle Code:

Problem is that nobody is writing tickets for violations of existing law...so the pressure for additional law rises.
