Kinda wish I knew what that headline meant... It means that the Times is in desperation panic bunker mode, their daddy liberal polits are about to be swept away in a tsunami of discontent, and they are powerless to do anything about it. Hence the caps (which is unusual for the Times) ...

It means that they are no longer going to try to compete in all the House Races, but wright off 30 or so in order to ensure that they hold just enough seats to retain the majority. Admitting you are adopting this strategy means that they know they are in for a butt kicking and are trying to salvage what they can.
