If what they say is true and the rig is shutdown and hasn’t been operating, the oil is probably just oil trapped in the piping. As someone else pointed out, you can make a ‘sheen’ on any surface of water with a liter of oil.

According to the writeup, the platform had storage for 100 bbl of oil (it is reported as 4200 gallons, or 100 bbl.)

That would produce a pretty good size splotch, inasmuch as sheens can be as little as one molecule thick.
