Former governor Rod Blagojevich was found guilty on only one of 24 counts against him. The jury appears hung on the others.
The guilty verdict was on Count 24: providing false statements to officers. After the reading, the jury was thanked and asked to return to the jury room.

Before the verdict was read, Judge Zagel said that there may not be verdicts in all 24 counts with which Blagojevich is charged -- and that any counts dealing with forfeiture will be dealt with on Wednesday morning.

Nobody could be stupid enough to think that Blago would testify (no matter what the defense lawyers say), so they could tear him apart on the stand and get another chance at him on perjury and allow them to introduce the evidence against him that he would have to answer directly, without blowing backpipe smoke on the "persons of power" that prosecution was not interesting in doing.
Limiting the case, away from powers that be, was the real reason they didn't introduce the evince. This - "we were told Blago would take the stand" - is just an excuse, Better to admit their incompetence ("Blago lawyers outmaneuvered us") than political complicity.
Also, aren't they [implicitly or explicitly] admitting that the government effectively concealed evidence during the trial? That can't look good, and may be yet another reason for appeal.
Blago is shutting is trap..and counting his lucky stars, and $$$$$. Period.

“Turner pointed to the U.S. attorney’s statement from the day Blagojevich was arrested, when he said prosecutors had stopped a “political corruption crime spree.”
“This is clear defeat for prosecutors,” Turner said. “The jurors’ message to Fitzgerald is this was exaggeration and overstatement.”
Turner said Fitzgerald’s mistake was shutting down the covert investigation in 2008 and arresting Blagojevich before whatever alleged schemes played out.
“Had they let things proceed, this could have been an open and shut case,” he said.”

Agreed, there is no definitive way in which you can say someone was lying. The reason for this fact is Lying is simply an act of speech in which the speaker in his/her own mind knows and thinks what they are saying is untrue.
There is no technology on earth that would enable anyone to definitively establish that fact except by admission of the one who had lied.
But even if there were such a technology to enforce such a law honestly, no such law could be made by congress as the 1st amendment clearly prohibits any law abridging the right of free speech.
Like it or not saying something whether you know and believe it to be true or not is speech either way.
Perjury is one thing that must be mostly enforced by our creator if it is to be enforce fairly and honestly at all.
Perjury also requires the willful participation of the one taking the oath to tell the truth, as well as the oath itself.
