Yeah. It's actually referred to as "The GIMP" by those In The Know. It's a photoshop replacement.
Sure is nice to have free software that does 90% of what the $500 software does. (It helps makes up for a lot of the amateur, technical mistakes I make. :0)
No, they have versions of it for those too.
