The investigative panel looking at alleged violations against House rules by New York Rep. Charlie Rangel recommended a "reprimand" for the longtime lawmaker, Rep. Gene Green, D-Texas, a member of the panel said Friday.
A reprimand is the most lenient of the three, formal modes of discipline in the House. The other two are censure and expulsion. A Congressional Research Service report indicates that "reprimand expressly involves a lesser level of disapproval of a Member than that of Censure, and is thus a less severe reubuke by the institution.
"Under a reprimand, a lawmaker must stand in the well of the House and be reprimanded by the Speaker.
Rangel is facing 13 allegations of violations relating to his tax filings for properties he owns in the Dominican Republic and the use of four rent-controlled apartments in pricey New York City.
If there is no settlement, the case goes to another ethics committee panel that will likely hold a public "trial" in September against the 20-term lawmaker.
If Rangel were to be reprimanded, he would have to stand in the well of the House and listen to his punishment being meted out by House Speaker Nancy Pelosi. The full House would likely have to vote to reprimand Rangel.

Won't work on Rangel. His constituents will always vote for him no matter what. It will take something else to get him out, since his illegal activities don't seem sufficient.
I dunno, having to listen to the Shrieker for any length of time is a pretty severe punishment ;)
Of course, a slap on the wrist --with a dull axe blade-- or actually put at the bottom of a well would be more suitable....
I got more of a penalty than that last April, just for not having enough tax withheld from my 2009 paychecks. Seriously.
This is where the entire Republican delegation should walk out.

In my dream world Feb 2011 will look this:
New republicans in the House and Senate result in working majorities in both houses. Nancy P is reelected and is returned to the house without her speaker-ship. She serves two more years reminding the surviving Democrats what cost them their personal power in the House.

Bears repeating: For Democrats to take down one of their own, no amount of evidence is sufficient. For them to take down a Republican, no amount of evidence is necessary.
Like Duncan Hunter pointed out during the ‘08 debate...DUmocrats consider 13 felonies a reason to PROMOTE the perpetrators within their ranks. Charlie will most likely get a Chairmanship out of the deal....oh yea, he’s already got one of those.
Isn’t this the same punishment meted out to Joe Wilson after his outburst of “You Lie”! Either they owe Joe Wilson a public apology for over-reprimanding him or they have to do something more to Rangle.

Everything the dims do has to have a Republican stamp

Also they have to get a public majority to okay whatever they
