Authorities say one of the horses from a two-horse hitch rubbed his head against the other horse, dislodging the horse’s bridle and causing both horses to become uncontrollable.

Not sure I’m buying this. It’s convenient, isn’t it, to find one of the horses wholly at fault. I have never yet seen a horse get its bridle out of place and break into a blind panic.
