BP will pay those who lose their jobs because of the spill. Who’s going to pay the oil workers who lost their jobs because of the ban on drilling?

Oh, BP will pay them too. That was the purpose of creating the "third party administered" fund. They can conflate BP's errors with the administration's screwups and stick BP with the costs of all of them. Remember the comment the other day to the effect that if he'd tried to do something to help the situation those mean old Republicans wouldn't have let him? It was a preview. Prepare to hear, "If BP hadn't had the spill, we wouldn't have screwed up everything we touched, so it's all their fault".
