From an earlier thread here was a suggestion of what people can do :

You can email PayPal at service@paypal.com email link and let them know that www.crashtheteaparty.org is accepting charitable donations and is not a registered charity in the state of Oregon so naturally you fear they may be committing fraud. It also appears to be a violation for PayPal's use agreement for an entity to take donations that is not a legitimate not for profit.

That does like someone perpetuating fraud.
Those emails to PayPal, unfortunately did not do us any good; I got a response that basically told me that I was barking up the wrong tree. One of their suggestions was I need to go to the PayPal site and use the “Contact Us” link.
