None of us want a Marxist fix such as this entire bill to what is a commercial market problem. However, even as a member of the most suspicious on this board, this particular provision doesnt immediately alarm me.
On the face of it, without researching statutes and laws that may be referenced, this appears limited to augmenting currently existing medical services in times of national emergencies. And, given the possibility/likelihood of future 9-11-type events (chemical weapons, etc), it seems a prudent idea.

Right. The Surgeon General wears the uniform of the Public Health Service (which is modeled after the Navy uniform), with the rank insignia of a Vice Admiral.
