Please see this post on redistricting...seems to explain it fairly well.

The seat is CPVI R+5 but barely went for McCain in 08.
Did it have to do with the Indian gaming or gambling on the reservations? I can’t remember exactly.
good question. I’ve wondered that myself. Does anyone know. I remember being quite surprised about the loss but that’s all I remember.
The district was redrawn in 2002 and there were some personal allegations about his connections to Abramoff and his wife working for his campaign.
Arizona's 5th congressional district contains much of the eastern and northeastern suburbs of Phoenix, including the cities of Scottsdale and Tempe. It also contains a small southeastern portion of the city of Phoenix itself. It is currently represented by Harry Mitchell, a Democrat and is a very well-known swing district. George W. Bush received 54% of the vote in this district in 2004. Native son John McCain narrowly won the district in 2008 with 51.70% of the vote while Barack Obama received 47.17%.
This district covers all of Tempe and Scottsdale and portions of Chandler, Mesa and the Ahwatukee section of Phoenix. Republicans outnumber Democrats by about 40,000 voters. However, the 5th is considered far less conservative than other suburban Phoenix districts.
EVERYONE LOST in ‘06 ... that is when the DEMS took over Senate AND the HOUSE
YOU should probably go recheck some of your history before you ask such a STUPID QUESTION
