Congressman Says He Now Has ‘About 40 Likeminded Democrats’ Who Will Vote to Kill Health Bill
CNS News ^ | 10-23-09 | Terence P. Jeffre

Rep. Bart Stupak (D.-Mich.) told CNSNews.com yesterday that he has organized a group of “about 40 likeminded Democrats” who will vote to kill the health-care bill if House Speaker Nancy Pelosi (D.-Calif.) does not allow a floor vote on his amendment to prohibit federal funds from going to insurance plans that cover abortion.

Under Stupak’s plan, the approximately 40 Democrats in his camp would join with all House Republicans in voting to defeat the special House “rule” that would set the terms for debating and amending the health-care bill on the House floor when it is brought up for a final vote. If a majority of the House does not first vote to approve this rule, the health-care bill itself cannot be brought to the floor.

“We will try to—we, there’s about 40 likeminded Democrats like myself—we’ll try to take down the rule,” Stupak told CNSNews.com. “If all 40 of us vote in a bloc against the rule—because we think the Republicans will join us—we can defeat the rule. The magic number is 218. If we can have 218 votes against the rule, we win.”

“If you hold all 40 of your guys, how many votes do you have?” asked CNSNews.com.

“About 220,” said Stupak.

“So, you’ve got a two-vote margin there?” asked CNSNews.com

“Correct,” said Stupak.

If Stupak’s bloc of Democrats holds together against a rule, Stupak said, “They cannot bring the bill to the floor.”

Politicians have, historically, appeared to be on the fence or undecided on certain issues in order to see what they will be offered to change their mind. It has been a very successful game plan in the past, but with this administration, it could become a very dangerous game.

He only has to break three of them to get past this. He’ll cave in and allow the vote if he can’t.

Bart Stupack, who represents the very rural Upper Michigan, is probably facing pressure from the center-right population up there.

I believe he’s under considerable pressure to the point where he only held townhalls up here by phone. Black Bart knows what’s right for the Country and this administration is not right. He could be in trouble come election time.

Has not Stupak also claimed that he had "40 like-minded Democrat Congressmen" who would not vote for a health-care bill which did not include a public option?

Given his district, a pro-public option and a simultaneous anti-abortion stance is certainly possible.

I find it hard to believe that there is sufficient intelligent life in Washington DC to make this come true.

I distrust this. It sounds too much like a used car dealer who “wants to sell you the car at your price, but has to convince his boss first”, kind of deal. No, you work for him, you are not my buddy, even though you want to try and seem to be.

In this case, what does Pelosi have to lose by allowing him a floor vote on his amendment? Nothing. The vote would fail. This would provide cover that “they voted against it before they voted for it.”

It would mean that the floor vote of the entire bill will go along as scheduled, just that these Democrats won’t have a rotting albatross tied around their necks come the next election.
