The real secret is NOT to knead the dough for more than a count of 30. If you do, they lose their ability to rise up and be tender.
.....and not to over-stir. The dough should be a bit lumpy.

Too much kneading with quick breads like biscuits causes glutin to develop.
Good with yeast rising, bad with chemical rising.
