The surprise endorsement of climate-change legislation by a leading Senate Republican has jump-started the languishing proposal but also has raised the prospect that it will include two major items that environmentalists dislike: more nuclear power and more offshore oil drilling.
In an op-ed published Sunday, Sen. Lindsey Graham of South Carolina joined with Sen. John Kerry of Massachusetts, the chamber's leading Democratic advocate of climate legislation, to promote a bipartisan plan to reduce greenhouse-gas emissions.
They proposed a compromise that reduces U.S. carbon-dioxide emissions - which are widely considered to contribute to climate change - through a market-based "cap and trade" system, combined with a "clean energy" program providing incentives for nuclear power, offshore oil and gas drilling, and coal emissions controls.
Analysts from the political left and right expressed optimism that the unexpected alliance will improve the bill's chances of passage. The House narrowly passed its version this summer, but the Senate has long been considered a much tougher sell.

He is, and I think he was a commissioned officer in the Air Force. I could say more, but I guess I will keep it to myself.
You beat me to the punch on the assessment of Senator Graham. This was the last straw. South Carolina has got to get a conservative Republican to run against and give him the boot.
Nothing personal against them, but the R.I.N.O.s need to be purged from the Republican party.
Pro choice Graham is a disgrace, thnk him for the wise latina!!!
See Post #24.
Joking aside, it must be serious to sign onto this crap.
Idiot.
my bet is he’s gay. JMO
“He is, and I think he was a commissioned officer in the Air Force”
If so he must have run out of oxygen one time to many.
Metrosexual wussy! This is our GOP leadership? Teaming with Kerry??!!
I don’t suppose the GOP can come up with a proposal to promote oil drilling and nuclear power generation with out going along with the largest tax increase in the history of man.
Hey South Carolina, your neighbors here in Georgia are laughing at you over your Governor and your Senator. Particularly your Senator, just reelected last November. How could you be so damned stupid? Must be something in the water over there, some sort of stupid fluid that infects Republican voters.
Could be, but that no longer raises enough eyebrows to explain such stupidity.
Only an intellectual reject like Lindsey Graham could misread what the BBC is reporting lately, and what everybody two years old and above knows as true: That global warming simply isn’t happening. The weather is colder than it’s ever been in years.
McCain will sign on as well.
For all South Carolina whined about “Damn Yankee’s” (my Camden born great grandmother never said “Yankee” without the preface of “damn” first), they sure seem content to only have one seat in the Senate, so the Massachusetts can have three.
I don’t care who is blackmailing Graham....his office will hear from me (no am not a voter in SC).....but as a Republican he needs the BOOT OUT of the Republican Party.
My call will be - YOU, Sen. Graham, are the reason millions of Americans will NOT support Republicans.
You are a traitor to support this job-killing tax-crushing cap and tax bill - and you WILL be booted out of office at the next possible opportunity (I know - it’ll be 5 more long years).
We are sunk if the likes of Graham and his mentor McCain vote for this garbage unless the Coal states Senators vote against it.
Whichever, CALL CALL CALL - THIS MUST BE STOPPED!
Surely nobody thinks Lindsay Graham is a leader of Republicans? I don’t know how he proposes to get elected again from his own State. I suspect he’s vulnerable to a reasonably conservative Democrat - if they could find one.
The Republican Party continues to alienate the people who would be willing to support it. At this rate, the GOP will probably finish third in 2012.
