I know that article 36 gives the POTUS the power to change procedural rules but I never heard of an Article in the UCMJ that gives the power to the POTUS to change what is considered a punishable offense...
Maybe he can just whip some of his Noble Prize winning Awesomeness on the UCMJ and then sunshine and rainbows will shoot out of his nether regions and we will all hold hands and sing Kum-ba-ya...
