9 is a bit young. I didn't start driving until 12. It was a long time ago and things were different then.

This is a common problem caused by building cars with automatic transmissions. Ban automatics and the problem pretty much goes away.

Of course the real question ought to be “Why does a 9 year old want so desperately to runaway?”. This young girl took her baby sister with her. Is she being molested by the mother’s “boyfriend”? Are the adults beating her?

With these details, I'm not surprised that the mother is having problems already. I can't imagine what this girl will be like in five years if Mom doesn't start parenting her daughter instead of bringing the kids on sleepovers that are all about her personal pleasure.
