That's EXACTLY what they should be doing on 9-9, and 9-10, and 9-12, and 9-14, and every other day of the year. But on the anniversary of 9-11 when blood is still very hot, within minutes and less than a mile of where the U.S. President is located in the nation's Capitol, it seems to me that crew should be expending their energy and concentration on looking out for the real thing. It's a time of super-heightened probability. The training drill spiel is bogus, says my common sense.
