The Justice Department's ethics office had recommended pursuing alleged prisoner-abuse cases, which could expose CIA employees and contractors to prosecution for their treatment of terror suspects.
DEVELOPING
After months of consideration, Attorney General Eric Holder plans to appoint a special prosecutor to examine allegations that terror suspects were abused at the hands of their CIA interrogators.
The decision, confirmed by FOX News, comes as the Department of Justice releases a 2004 report from the CIA's inspector general detailing allegations of harsh interrogation practices.
Several details in the review had already been reported. FOX News confirmed over the weekend that the report includes claims that interrogators threatened at least one prisoner with a power drill and also conducted mock executions to scare detainees.
Prior to Holder's decision to appoint a prosecutor, the Justice Department's ethics office had recommended that a number of alleged CIA prisoner-abuse cases that were closed under the Bush administration be reopened.
In a memo to the agency Monday morning, CIA Director Leon Panetta urged his staff to stay focused in the face of the "politicized" debate the report is expected to stir up, and defended the way the agency has handled allegations of abuse over the past several years.

I've contended all along that he's just a fallguy for events in which Erick Holder played a more serious part ~ remember, the investigative team never found the guns used even though Carl supposedly told them exactly where he left them.

Thank God you are likely correct.
Most believe that the "torture" was not over the top, did not put lives in danger, and resulted in vital intel which saved lives. It's only the weak DU types who saw a conspiracy behind Bush's every move who believe that the administration was anything other than careful with these techniques.
Unfortuntaly DU types are still too many and we have a few on FR as well. But I agree with you that most of the public will not agree with what Holder/Oshama are trying to do (and which is being done largely to create a distraction from Zero's health care debacle).
