That is standard boilerplate on all government job listings, though stated a bit clumsily here. More typical phrasing is “Women and Minorities are ENCOURAGED to Apply”

You find the right lawyer with an imagination and a good sense of PR work I think you could take this to the USSC. Its a judgement call on what “race” you are and from what I know there is no legal standards for racial definition determination.

That’s always the most interesting point to me. Everybody always talks about minorities, ethnicity, diversity, and race, but no one can ever say exactly how any of those things can be verified.
As an equal employment opportunity employer, The City of North Little Rock is seeking qualified black and female applicants.
In terms of employment stability, it must be sweet to be a highly-competent, educated, black person. It is triple-insurance against corporate layoffs.
Obviously the thing to do is say you’re black on the employment application. I think it might be iffier to say you’re female if you’re not, but you could try it and then sue them for the whole transgender discrimination thing, or maybe both.

Check the application and see if it says Black or African American. If it says African American apply for the job and use that designation.
When you get the interview and they say you aren’t black, tell them you were born in Kenya and as such fit the African American designation.
Sit back and watch HR’s heads explode.

IIRC, there was an ancient civilization either China or Turkey where Eunuchs became the predominant government officials. I don’t think it turned out so well for them.
Same principle applies here to staffing Gov. jobs with higher percentage of minorities.
The title is wrong. No white “men” need apply. It’s perfectly fine to hate white men...everyone else gets “special” protections.
