Popping a crater into the moon and studying the ejecta is not a military action and not covered by the OST. Placing a base there is not automatically a military function.

Now, if NASA and the DoD start the Allen Parson's Project then we should get concerned about the militarization of the moon.

The idea that aliens were watching our astronauts during the moon landings and it has been effectively covered up is nothing but a flight of fancy.

The hundreds, if not thousands, of people involved directly with the Apollo project would not allow for such a widespread concealment of something that would be of such magnitude.
