The report, obtained by The Weekend Australian, also makes more hawkish comments about India's military ambitions than Defence has admitted.
A draft copy of an army report, Army's Future Land Operating Concept, due to be finalised in September, warns about China and India's military ambitions.
"China and India's growing military ambitions, matched by growing military spending, have the potential to destabilise the region with their military expansion," the report states.
The defence white paper released last Saturday warned only that China's military modernisation might "give its neighbours cause for concern if not carefully explained".
The different wording in the documents suggests the white paper was toned down for public release to avoid causing offence in Beijing and New Delhi.
The army document is more pessimistic than the white paper about future regional stability, warning of a "real potential" for war between major powers.
"China, and potentially India ... have the potential to challenge US (strategic) dominance within their regions," the report states. "Of particular concern is an increased likelihood for dispute escalation as a result of changes to the perceived balance of power with the real potential for a return to major combat operations involving states."

Of course *China* has military ambitions.But India? India is surrounded on at least two sides by nuclear armed heathen states.India is a democratic country located in a neighborhood of punk nations.She has the right to defend herself.She has *good* reason to be frightened....*very* frightened...of at least a couple of her neighbors.
There are numerous possibilities.
It is now believed that the Nazi's (WWII Germany - not the ones running the US government) used nukes against the Russian Army on the Eastern Front. Small nukes fired by artillery, that produced much more damage than conventional explosives.
I would expect that smaller nukes would be first used against military targets, in the same way as conventional weapons, but with greater killing power. Then, industrial targets would be taken out with appropriate sized nukes. Then, you just keep going, until somebody is defeated.
Also, keep in mind, just because Jimmy Carter (Barack Obama the First) stopped the US from building the Neutron Bomb, doesn't mean that other nations don't have it. We also talk about the consequences of a large EMF device on our nation's power grid and electronics. It's quite possible that other nations have that capability.
There are many ways to use nukes. It isn't just about a gazillion gigatons on a major city. Remember, the Nazi's had the ability to do that to the US, and actually conceived a plan to nuke Manhattan, but chose not to. You just have to be clever and creative, like our enemies, and think of nukes as just another weapon.

Farrell's research is the one I'm most familiar with. He claims that the US government buried the information after WWII so the public would not find out how close the Nazi's came to nuking us.
