Mombasa, Kenya (AP) Undeterred by U.S. and French hostage rescues that killed seven bandits, Somali pirates hijacked three more ships in the Gulf of Aden...

The latest trophy for the pirates was the M.V. Irene E.M., a Greek-managed bulk carrier...

The Irene was attacked and seized in the middle of the night Tuesday...

Why is it that mercantile ships are not allowed to be armed?

I don’t mean “where can I find the law”, I mean “why”.

All of this will change when the insurance companies realize the risk of arms on board is less costly than losing ship after ship. Lloyd’s drew the same conclusion in the early 18th century. Ah, a lesson lost to time...

I read it's because some countries like England and Canada won't allow them to dock if they have guns aboard.

From what I understood, a lot of ports don’t allow armed foreigners to dock. I can kind of see where that makes sense.

The punishment for piracy in the past was hanging. Still sounds like a good idea.

I notice that the “pirates” are teenagers, and the clan leaders are old guys. If enough teenage boys are wiped out and the Somali’s lose a generation of their young, will it stop piracy? I don’t think so.

It seems to me like someone could put two ships in the ocean, one on each side of Somalia and rent weapons and ammunition to the vessels. That way they would be armed as they transited the Somalian coast, but would be unarmed when they reached their destination port.
