With pirate activity off the coast of Africa increasing despite the efforts of a multinational coalition naval task force, the United States and other countries victimized by maritime crimes need to consider hitting the pirates at their land bases, according to Ret. Marine Major General Tom Wilkerson, CEO of the United States Naval Institute (USNI)
"The seizure of the U.S.-flagged ship Maersk Alabama and its American crew by Somali pirates is proof that the Combined Task Force simply can’t fulfill its mission to deter piracy," Wilkerson explained. "The vastness of the sea makes it too difficult to track pirates. We can’t stop them on water, so we need to take action to eliminate the pirates land-based sanctuary."

Go out from the Somali coast line far enough to let Somali fisherman earn their living.
At a few miles past that point, mine the entire coast line, leaving a single shipping lane open to a single Somali port.
Establish an international flotilla at the opening of that lane and task that flotilla with guarding it at the opening and by assigning escorts for legitimate shippers.
If you destroy the pirates shoreline bases, they will simply rebuild them. What you have to do is prevent them from getting to the international shipping lanes, and you do that by making shipping in and out of Somali limited to a single guarded sea lane.

Well, keep in mind the previous Presidents and their “Crises” that they had to deal with. I’m not sure how much “killing” and “hostages” the American public will want to see for a certain “crisis”...
