Easy. Just increase the money supply so that inflation goes to about 10,000% and pay off 5% loans with worthless money.

0bama originally wanted $4.6 Trillion, so a budget of $2.3Trillion is quite a "reduction" of that debt.

And he keeps his promise of cutting the deficit in half.
