They are scripted. If you notice, Obama was calling names of reporters without even knowing if they were there. Contrast that with Bush (and every other President) who would make eye-contact with a reporter as he called his/her name.

Later, Obama called on Ann Compton who obviously was not prepared to ask a question. He quickly asks her if she was surprised. She responded, "yes, I am", indicating that she was not on the 'list' of reporters who were tipped off ahead of time.

And that's one magnanimous king who would unexpectedly grace a lowly unlisted reporter with the opportunity to ask his royal highness a question.
