Can anyone speak to the constitutionality of the Feds doing an end run around the state governors, while dictating the terms of how state legislatures should do this? This seems like an instant Supreme Court case.

The Congress of the United States cannot override the republican forms of government in the States through "language". The Constitution of each State lays out what the state legislature can and cannot do in regards to that state's executive branch. Congress cannot void State constitutions....or make Governor's powerless in their own state by legislative language.....at least legally.

States that opt for a free market economy instead of grabbing the socialist pork should mount a marketing campaign based on that fact. Almost all of my non-grocery shopping is done on line and I’d go out of my way to patronize their merchants.

The black Rep. who put that clause in said he did it to prevent white southern governors from taking money away from "black folk" in their states. He said it is RACIST to oppose the stimulus.
