Understood. My feeling is that these things start off as trial balloons where people talk about voluntary measures, and eventually the plan is implemented at the point of a gun.
Here in MA, when you file taxes you can voluntarily pay more than you are required to. MA is about the Bluest of the Blue states, and I think about .000000001% of our taxpayers opt to voluntarily send money to the government.

At the beginning it will be voluntary. After that fails it will become mandatory.

You mean men like Carnegie, Edison and Rockefeller who on their own had more money than the federal and states governments' combined?
Cuz these new tycoons in their McMansions are a drop in the federal debt ocean compared to the real wealth these men created(And I do mean created, not skim off the top) These men built a nation.

Whether the oil and steel magnates did it out of Christian conscience or for good publicity, they did recognize the need to share some of their good fortune voluntarily.
Dr. Brzezinski is a Catholic, I believe, and perhaps his motives are sincere in this regard.
