Could this be a cover story for some kind of satellite killer? Either another satellite or some other sort of device? I thought NORAD watched these critters that were orbiting overhead pretty close. Especially ones that are big and communicated.

In short order those nails would create a virtually inpenetrable "debris field" all around the planet.
Not that you couldn't get a missile through the field, you'd need certain advanced pieces of equipment to do the job right ~ the kind of equipment the North Koreans, Chinese, Pakistanis, Indians, Iranians, and so on don't have!
So, let's say they laugh at the barrel of nails thing ~ next best deal would be to smack an old Russian communications satellite with an old American communications satellite.
