WASHINGTON – Republican National Committee (RNC) Chairman Michael Steele today released the following statement concerning the executive order quietly signed by President Barack Obama on Friday ordering the use of union labor for federal construction projects:

“President Obama’s executive order will drive up the cost of government at a time when we should be doing everything possible to save taxpayer dollars. Federal contracts should go to the businesses that can offer taxpayers the best value – not just the unions who supported the Democrats’ campaigns last year. Quietly signing executive orders to payback campaign backers undermines Obama promise to change Washington. It is a disappointment for Americans hoping for more transparency and less politics as usual in Washington.”

How does this play out in states that do not have labor unions?

It shouldn't (in theory, at least) change much in states without labor unions. This executive order does not "order[] the use of union labor," it simply allows the relevant federal agency to require the use of union labor (and a "project labor agreement" or PLA) on a project-by-project basis, where the agency believes that requiring union labor will "advance the Federal Government's interest in achieving economy and efficiency in Federal procurement . . . "

In theory, at least, in states where union labor is non-existent, this order should not affect much (because using union labor in a state without labor unions could not possibly be economical or efficient). In practice, who knows? As some posters have mentioned/alluded to, it's possible that this could simply put a freeze on federal projects in such states...

Listen, the Republican headline on this needs to be:

"Obama denies stimulus money to non-union workers"

Good, and I agree. But also, what stops lots of construction workers who are out of jobs these days from organizing their own union? I'll bet there are a few FReepers, or FReepers who have family members without work and skilled in construction, that could organize to get this slice of the "pie" at a good price to the public ( and with high quality work).

And who heads up all of those federal agencies that will be making the decisions to use PLA's in construction contracts?

Real Question here - how can you legally circumvent an open bidding process for any new work (in this case construction) where you sole-source every contract to company X because they have the “right” Union?

Am I missing something here?

Any large Company that does government contracting has to meet a legally competitive type of bidding process don’t they?

Those states that are not currently under union control (Right-to-Work states) will suddenly find that union shops are arriving in droves. With $1 trillion worth of federal spending in the pipe, the unions will spread into non-union states like a plague. Eventually, the small toe-hold that they gain will strengthen into all out control.

The unions can pair this Executive Order with the soon to be passed Card Check legislation to unionize the open shops.

It's all part of a very concerted effort. It's well planned and being executed at many levels through many avenues.

My latest prediction is that TARP banks will be directed to make loans to union contractors only; and TARP insurance companies will be directed to bond only union contractors.

What is going to be done in the next four or eight years will end up taking generations to undue. If it gets undone at all.

I have been warning that this is what was going to happen. This insures that the projects will cost top dollar. They will sign the workers up to the union before starting work, not hire union labor. These are going to be SEIU workers, illegals.

There has never been a trillion dollar “stimulus” bill in which the actual jobs seem to be going toward construction projects the renovate existing governmental buildings.
