the out of power party always runs a weak candidate against the incumbent and saves their stronger candidates for the open seat four years later.

I'd hardly call Lynn Swann a weak candidate...or weak anything.

I heard him speak in the same venue with the Guv...no comparison. Rendell was the weaker candidate, especially in the truth department.
