Indian Government Officials Provided Access to Terror Defendant David Headley
As part of the cooperation and partnership between the United States and India in the fight against international terrorism, Indian law enforcement officials were provided direct access to interview David Coleman Headley, the Justice Department announced today.
Mr. Headley and his counsel agreed to the meetings and Headley answered the Indian investigators questions over the course of seven days of interviews. There were no restrictions on the questions posed by Indian investigators. To protect the confidentiality of the investigations being conducted by both India and the United States, both countries have agreed not to disclose the contents of the interviews.
Headley pleaded guilty on March 18, 2010 in the Northern District of Illinois to 12 federal terrorism charges, admitting that he participated in planning the November 2008 terrorist attacks in Mumbai, India, as well as later planning to attack a Danish newspaper.

ISI involved in 2008 Mumbai attack
By BILL ROGGIO
June 10, 2010 10:15 PM
SNIPPET: Todays report on the involvement of Pakistans Inter-Services Intelligence directorate in the 2008 terror assault on Mumbai wins this months coveted Captain Louis Renault Award. Once the Indians got hold of David Headley for interrogation, it was only a matter of time before that story was printed. Oh, and Lashkar-e-Taiba/Jamaat-ud-Dawa chief Hafiz Saeed was also involved in the planning and execution of the Mumbai attack.

ISI guided LeT at every step for 26/11

Headley spills beans on Indian contacts
SNIPPET: NEW DELHI: Pakistani-American terrorist David Headley has confirmed that Lashkar-e-Taiba terrorists carried out the Mumbai attack under the guidance of Pakistans ISI.
Headley, who is being interrogated in the US by a team of NIA officials, has said that the notorious ISI was engaged with the Lashkar commanders responsible for the 26/11 carnage at each and every stage of the plot.
The account of the terrorist, who receed targets for Lashkar terrorists across the country, corroborates Indias stand about the involvement of Pakistani state actors in terrorism, trains the spotlight on LeT-ISI tandem, and explains Pakistans unwillingness to clamp down on the Lashkar leadership.
Headley has mentioned serving officers of Pakistan army Major Sameer Ali, Major Iqbal and Major Haroon as those who collaborated with the Lashkar terrorists. Major Sameer and Major Iqbal figured in the dossier India gave to Pakistani foreign secretary Salman Bashir.
NIAs sessions with Headley tally with what he is learnt to have told the FBI, including the crucial bit about Hafiz Saeed being in the loop through the plot.

Ilyas Kashmiri - Pakistans Frankenstein
Al Qaeda commander continues to pose a threat to U.S. and South Asian security as Pakistans military and intelligence services look the other way
IPT News
June 22, 2010
SNIPPET: Top Al Qaeda commander Ilyas Kashmiri poses a major threat to U.S. interests both at home and abroad. Described by intelligence agencies as the most effective, dangerous and successful guerrilla leader in the world, Kashmiri heads Al Qaedas military operations wing. He figures prominently in two recent high-profile terrorism indictments issued in Chicago.
But Kashmiri remains free in South Asia and in control of a renowned Al Qaeda terror cell called the 313 Brigade, in large part due to support from rogue elements tied to the Pakistani military and intelligence services.

Interpol notice against 2 Pak Army majors in 26/11 case
NEW DELHI: National Investigation Agency (NIA) has secured an Interpol Red Corner Notice against five accused persons, including two serving Pakistani Army majors, for their alleged role in the Mumbai terror strike of 2008.
The Interpol issued the Red Corner Notice after securing a non-bailable warrant from the court Additional Sessions Judge here.
The warrants were issued on the basis of disclosures made by American national and Lashker-e-Taiba terrorist David Headley, who was extensively questioned by the NIA officials in June this year.
The Red Corner Notice has been issued against Major Sameer Ali, and Major Iqbal, both serving in the Pakistani Army, Illyas Kashmiri, an LeT terrorist, Sajid Majid and Syed Abdur Rehman Hashim.
The security agencies have already secured Red Corner notice against Lashkers founder Hafeez Sayeed and his close aide Zaki-ur-Rehman Lakhvi in connection with the 26/11 attacks that left over 160 people dead.
These people, according to NIA officials, had worked in close coordination with Headly in executing the nefarious plans of the Lashker for carrying out terror strikes in Mumbai.

SNIPPET: “Furthermore, former Pakistani army major Abdul Rehman alias Pasha, who joined the Lashkar-e-Taiba after leaving the army, was in regular touch with Amir Raza Khan, Karachi-based top IM operative and Atifs handler.
Pasha was also in touch with David Coleman Headley, the Pakistani-American who helped the lashkar select targets for the 26/11 Mumbai attacks. Headley has told Indian investigators he formed a great bond with Pasha and that it was Pasha who took him to meet Kashmiri in Waziristan.”

He argues that he is entitled to a public-authority defence because he acted under the authority whether actual or apparent of the Pakistani government and the ISI.
Prosecutors also say they caught Mr. Rana and Mr. Headley on tape after the Mumbai attacks, discussing a plot to kill a Danish cartoonist who had lampooned the Prophet Mohammed.”

“Four Added to Lashkar Prosecution”
by IPT News Apr 25, 2011 at 6:24 pm
SNIPPET: “Prosecutors in Chicago have added four defendants to a case involving planning for the 2008 terrorist attacks in Mumbai, India that killed 164 people.
The four, Sajid Mir, Abu Qahafa, Mazhar Iqbal and a man known only as “Major Iqbal” are charged with conspiracy to murder and maim people in India and with six counts of aiding and abetting the murder of U.S. citizens in India.
None of the men added to the case are in custody.
Co-defendant Tahawwur Hussain Rana faces a May 16 trial date. Last year, David Coleman Headley, an American of Pakistani descent, pleaded guilty to charges he helped plan the Mumbai attack by scouting the targets for the terrorist group Lashkar-e-Tayyiba and of scouting a proposed follow-up attack on the Danish newspaper Jyllands-Posten. Mir also was charged in connection with the Danish plot.”

“Osama bin Laden’s Internet connection”
By THOMAS JOSCELYN
May 12, 2011 7:25 PM
SNIPPET: “Adam Goldman and Matt Apuzzo of the Associated Press have a new piece out explaining how, according to US officials, Osama bin Laden emailed with members of his network.
Holed up in his walled compound in northeast Pakistan with no phone or Internet capabilities, bin Laden would type a message on his computer without an Internet connection, then save it using a thumb-sized flash drive. He then passed the flash drive to a trusted courier, who would head for a distant Internet cafe.
At that location, the courier would plug the memory drive into a computer, copy bin Laden’s message into an email and send it. Reversing the process, the courier would copy any incoming email to the flash drive and return to the compound, where bin Laden would read his messages offline.”
SNIPPET: “Finally, the 100 flash memory drives captured indicate that far from being a mere figurehead or symbol — bin Laden was still operationally active.”

“Report: Osama bin Laden ordered Mumbai-style attacks in Europe”
By THOMAS JOSCELYN & BILL ROGGIO
October 1, 2010
SNIPPET: “NPR reported on Thursday that “bin Laden used couriers to send a message to” al Qaeda’s “affiliates and partners.” He wanted them to emulate a “Mumbai-style attack” in the United Kingdom, Germany and France. NPR also reported that US intelligence officials are currently investigating the possibility that the US was a target as well.”
SNIPPET: “The recently foiled plot against Europe demonstrates, yet again, that al Qaeda works in concert with a number of like-minded jihadist organizations based in Pakistan and Afghanistan. [See LWJ report, Al Qaeda is the tip of the jihadist spear.]”
SNIPPET: “According to NPR, Siddiqui was sheltered by the Haqqani Network in Pakistan. The Haqqani Network has longstanding ties to al Qaeda and Osama bin Laden. Al Qaeda, the Haqqani Network, and the Taliban cooperate in attacks on coalition forces in Afghanistan. Siraj Haqqani, the leader of the Haqqani Network, is a member of al Qaeda’s Shura Majlis.
In Afghanistan, Siddiqui became a member of the Islamic Movement of Uzbekistan (IMU), an al Qaeda affiliate that has primarily fought alongside the Taliban and al Qaeda in Afghanistan. The IMU is known as a guerilla-style fighting organization. But in keeping with bin Laden’s vision of folding local organizations into his international jihad, the IMU contributed to this latest plot by accepting Siddiqui into its ranks and possibly doing more.
The plot itself was supposed to be modeled after the November 2008 Mumbai attacks, which were carried out by Lashkar-e-Taiba (LET). The LET was originally founded by the Pakistani military and intelligence establishment to fight Indian forces in Kashmir. It currently assists the Taliban and al Qaeda in operations in Afghanistan and has an international presence, including inside the US.
Al Qaeda has long worked closely with the LET.”
SNIPPET: “Speaking to students at Duke University at Wednesday, Secretary of Defense Robert Gates explained that the US-led coalition’s enemy in Afghanistan “is increasingly an unholy syndicate of terrorist groups working together: al Qaeda, the Haqqani network, the Pakistani Taliban, the Afghan Taliban and groups like Lashkar-e-Taiba.””

Witness Ties Pakistan to Mumbai Massacre
By DOUGLAS BELKIN
SNIPPET: CHICAGOThe star witness in a terrorism case that could further strain U.S.-Pakistan relations testified Monday that the Pakistani government helped support a terrorist group that carried out a massacre in Mumbai that killed more than 160 people, including six Americans.
David Headley, a 50-year-old drug dealer turned informant who has pleaded guilty to helping plan the 2008 massacre, said Pakistans intelligence service ISI worked with the terror group Lashkar-e-Taiba. They coordinated with each other. The ISI provided assistance to Lashkar, Mr. Headley testified quietly. Asked what kind of assistance, he said, Financial and military.

Testimony Details Mumbai, Denmark Plots

SNIPPET: CHICAGO The terrorists responsible for the 2008 attack on Mumbai had plans for additional strikes against Indian military targets and against Jews, a former operative testified Tuesday.
David Headleys testimony focused on details in the Mumbai attacks, which killed 166 people, including six Americans. Headley is a key witness against a Chicago businessman charged with aiding the plot.
Tahawuur Rana allowed his immigration companys Mumbai office to serve as Headleys cover to scout targets for the attacks for Lashkar-e-Tayyiba. Rana knew about the plot and supported it, Headley said. He has testified that members of Pakistans powerful intelligence services, the ISI, also helped plot and finance the attacks.

“U.S. Sees Lashkar-e-Tayyiba as Dangerous as al-Qaida”
by IPT News May 27, 2011 at 12:34 pm
SNIPPET: “Homeland Security Secretary Janet Napolitano told top Indian security officials in New Delhi Friday that the Pakistan-based terrorist organization Lashkar-e-Tayyiba (LeT) is as much of a threat as al-Qaida.
“The LeT is ranked right up there with Al Qaeda and Al Qaeda-related groups as a terrorist organization, one that seeks to harm people and take innocent lives,” Napolitano said in a joint press conference with Indian Home Minister P. Chidambaram. “In the US perspective, the LeT is an organization of the same ranking as the Al Qaeda-related groups.”
Napolitano’s assertion came in the midst of the trial of Pakistani-Canadian Tahawwur Rana, accused of complicity in the 2008 Mumbai attacks that killed 166 people. A key witness in the trial, American-Pakistani David Coleman Headley, who has admitted to involvement in the attacks, has also implicated LeT and the Pakistani Intelligence service (ISI). LeT, however, denies any involvement.”

Jury Deliberates Chicago Businessmans Ties to Mumbai, Denmark Plots
by Abha Shankar
IPT News
June 8, 2011
SNIPPET: Jury deliberations began Wednesday morning in the case of a Chicago businessman charged with aiding the November 2008 Mumbai terrorist strike. The attacks were carried out by armed militants from the Pakistan-based terrorist group Lashkar-e-Tayyiba (LeT).
Tahawwur Ranas immigration company provided cover to American Lashkar operative David Headley to scout targets for the attacks. Prosecutors say this was because he supported the attacks. Rana is charged with supporting the Mumbai plot, along with a plot in Denmark that was not carried out, and with support for the LeT.
Defense attorneys say he was manipulated by Headley, a childhood friend. Headley pleaded guilty in March 2010 and was the prosecutions star witness in the trial. Headley admits making several trips to India to scout targets for the attacks, which killed more than 160 people, including six Americans.
Rana helped Headley in his deadly plans, Assistant U.S. Attorney Victoria Peters told jurors during closing arguments Tuesday. He knows exactly who David Headley is and what David Headley is about and he fully approves.
The trial garnered international attention because much of the testimony and evidence implicated Pakistans Inter Services Intelligence agency in the Mumbai plot. But in closing arguments, attorneys primarily focused on the actions of the defendant and his chief accuser.
Peters pointed to evidence, including e-mails, tape recordings and videotaped admissions, tying Rana to the Mumbai attacks and other plots. Those records show it was not just Headleys word that led to Ranas prosecution.
