Mumbai: At least 15 people have been injured in gunfights between two groups in at least three places in Mumbai on Thursday night.

Details are sketchy but it is believed that two gangs fired at each other at outside CST Railway Terminus, Hotel Oberoi and the popular Café Leopold restaurant in Mumbai.

The first shooting took place near the CST police station

Pakistan on Sunday said it will examine the findings of its probe into 26/11 on Monday as the media in Pakistan reported that the government will file cases against five Pakistanis, including lone captured terrorist Ajmal Amir Kasab, for planning the Mumbai attacks.

The interior ministry’s report also states that the attacks were planned not in Pakistan or India but in a European country, Geo News channel quoted sources as saying.

The conspirators kept in touch by using the internet, the sources said.

The sources also said that cases would be filed against five Pakistanis, including Kasab, the lone attacker arrested by Indian authorities, for planning the Mumbai attacks.

Action will be taken against them in the country according to Pakistani laws and access to Kasab will be sought to identify his Indian ‘associates’, the sources said.

The Pakistan government has not formally stated so far whether it will seek consular access to Kasab though it has acknowledged that he is a Pakistani national.

Prime Minister Yousuf Raza Gilani today said the government will finalise its reponse to the Indian dossier after the report is presented tomorrow.

“There is an important meeting of the DCC (Defence Committee of the Cabinet) tomorrow. The report (on the Mumbai attacks) will be presented before the Committee and after studying it, we will give our views,” Gilani told reporters at Multan in Punjab province.

He refused to comment further on the Mumbai attacks, saying Pakistan was still investigating the incident.

The law ministry has vetted a report on the Mumbai attacks prepared by the interior ministry and forwarded it to the Prime Minister’s Office. The Defence Committee of the Cabinet comprises key ministers and the three service chiefs.

An earlier report in the Dawn newspaper had said that Pakistani investigators had found a Bangladeshi link to the Mumbai incident as the Harkat-ul-Jihad-al Islami was involved in planning and carrying out the attacks.

Gilani also said Pakistan enjoys the support of the world community and its diplomacy and foreign policy are “strong enough to defeat Indian designs” to isolate the country.

Asked about comments by Indian leaders about having Pakistan declared a terrorist state, he said this was “wishful thinking”. Pakistan’s “prudent diplomacy and foreign policy will not allow India to succeed in its designs”, he said.

Responding to a question about the forthcoming visit of US Special Envoy for Afghanistan and Pakistan, Richard Halbrooke, Gilani said terrorism is a regional issue and should be tackled at the regional level. Pakistan will share its views on the issue with Holbrooke, he said.

Pakistan’s Government evaluation is focusing on minimizing the possibility of an inside assistance to the perpetrators. The Indian Government and agencies are focusing on determining the responsibility of Islambad’s Government. In the West and also in Russia, analysts are studying the ability of international or local (called Homegrown) Jihadists of producing similar attacks in the future. As a contribution to the ongoing discussion I have briefed a number of US Representatives and members of the European Parliament on some points of projection and published several short pieces over the past month. Many of these points were expanded by colleagues. Following is an article published by the World Defense Review. I have added an interview with ETWN aired just before the inauguration of the new Administration.

As part of a panel held in the US Congress to review the Mumbai attacks, I raised four points in my global analysis of the Terror operation and its strategic goals:

1. The Jihadi decision-making process leading to the Mumbai operation.

2. What I define as the “strategic war room” ordering the operation. That is, the level of command behind this attack and other terror strikes. Such a discussion is needed because the media debate about the identity of those implicated in the operation has blurred the understanding of the public and thus needs to be clarified.

3. The strategic goal of the operation was designed by the higher levels in the Jihadi decision-making web above those who executed the operation. The execution team – killed and detained – was made of 10 individuals. But, it is very possible that the full number of those involved in the entire operation may be not yet determined. In this regard I am surmising that the “terror commandos” may have been ordered to action in Mumbai in order to trigger a crisis that only the higher level may know about.

4. The long range goals for this operation, meaning at the strategic level in the region.”

The statements were made while Sufi was addressing a rally supporting his peace agreement in Swat, according to a report in an Urdu-language Pakistani newspaper. Sufi arrived in Swat yesterday after conducting a “peace march” from neighboring Dir.

‘‘We hate democracy,” Sufi told the crowd of thousands of followers in Mingora. “We want the occupation of Islam in the entire world. Islam does not permit democracy or election.’’

Sufi originally made his anti-democracy comments to a foreign news outlet prior to the signing of the Malakand Accord. During the interview, he lauded brutal Taliban government that ruled Afghanistan from 1996 to 2001.

“From the very beginning, I have viewed democracy as a system imposed on us by the infidels. Islam does not allow democracy or elections,” Sufi told Deutsche Presse-Agentur just days before the Malakand Accord was signed. “I believe the Taliban government formed a complete Islamic state, which was an ideal example for other Muslim countries.””

Mumbai Terrorists’ Phones Bought in Italy
More news linking the Mumbai massacre to Islamist radicals living in Europe. The first reports right after the attack claimed the cell phones were from New York, hence early speculation that there was an American connection. But now it looks as if the U.S. connection is fairly thin: the cell phone company was located in New York.

But the man who paid for the cell phones, Javaid Iqbal, wired the money for the phones from Italy and he was previously a resident of Spain. The real question, though, is where did Iqbal get the money? Was Italy just a transit point for money that originated in Pakistan? Or was it raised in the mosques to help “refugees in Kashmir”? Because if he was part of a cell that is still operating in Spain or Italy......

Calgary Herald:

Corriere said Italian authorities were investigating a wire transfer sent to the United States from the northern Italian city of Brescia by a Pakistani-born suspect.
The suspect, named as Javaid Iqbal, sent the funds via Western Union to pay for five cellphones with Austrian country codes — three of which were used by the attackers, Corriere said, citing the Indian dossier.

Iqbal, a former resident of Barcelona, has been arrested in Pakistan and Italian authorities were attempting to understand how he arrived in Brescia and whether he had support from anyone there.

The cellphones were activated in the United States by a U.S. company, Corriere reported, and registered to another man, who identified himself as an Indian citizen.

It should also be remembered that the cell phones were important instruments in the Mumbai massacre. The jihadis using them were receiving real time instructions from their Lashkar-e-Taiba handlers in Pakistan. Instructions such as, “Kill the hostages, except the Muslims. Take the telephone and activate it so we can hear the shots.”

Pakistani Army officers Major General Saab and Colonel R Saadat Ullah and six senior Lashkar-e-Taiba are among 35 men wanted by India for the assault by sea that resulted in 164 Indians and foreigners killed, according to the Press Trust of India. Indian officials have previously stated that a man described as “Major General” was one of the handlers for the Mumbai terrorists.

“Two supposedly Pakistan Army names with designations have been named in the chargesheet,” Rakesh Maria, the Joint Commissioner of Mumbai Police, told reporters. “Whether they are serving or part of the Lashkar-e-Taiba hierarchy is a part of investigation.”

Maria described the men behind the attacks as “fedayeen,” a term used for Islamist suicide squads.”

Shiv Sena chief Bal Thackeray on Friday said Mumbai attack terrorist Mohammed Ajmal Kasab should not be provided any legal help and be hanged publicly near the Gateway of India.

“Why should Kasab be provided legal help? There is public demand that he should be hanged near Gateway of India and no time should be lost in trial,” Thackeray said in an editorial in Sena mouthpiece ‘Saamna’.

Alleging that Kasab was being treated as a “guest”, the Sena chief said “Kasab’s mother, who is coming to visit his son in prison, would now be given treatment as if she was a ‘veermata’ (martyr’s mother)”.

He further said that Kasab’s lawyers have not gauged the public fury and were “playing” with the country’s prestige by being in the limelight through the case.

Another 26/11-Style Attack in the Offing: US Think-Tank (Mumbai Atack)

Pakistan-based terrorists are likely to launch another deadly Mumbai-style attack on India in the near future, says a US intelligence think-tank, Stratfor.

Coming on the heels of the Tokyo donors’ meeting which gave Pakistan some $5 billion, Stratfor concludes that these aid packages would have little effect in changing Pakistan’s behaviour vis-a-vis India.

“Yet the gradual unravelling of command and control within the Pakistani military establishment has enabled many more of Islamabad’s Islamist militant proxies operating in Pakistan and India to team up with transnational jihadists to carry out deadlier and more strategically targeted attacks,” it said.

“Though the timing is uncertain, India is likely to witness another large-scale...attack on its soil that will once again escalate cross-border tensions,” Stratfor warned.

India had refrained from taking a more militaristic response against Pakistan after the Mumbai attacks, which Stratfor had criticized, saying that a lack of response was far more dangerous than the threat of escalation, that was the argument India had given then. “New Delhi’s restraint arose from fears of destabilizing Pakistan further and granting the militants’ wish for a cross-border conflict to divert the Pakistani military’s attention from the Afghan-Pakistani border region toward India,” it said.

Stratfor believes that the UPA government was too soft, but that if the BJP comes to power there was a greater expectation of a stronger response to Pakistan. “India is more likely to deliver a forceful response to future attacks should the BJP emerge victorious in these elections,” it said.

Stratfor said India was watching fearfully as the jihadist insurgency in neighbouring Pakistan has spread to India’s doorstep in Pakistan’s Punjab province.

These attacks, Stratfor said, have revealed a trend in which the Kashmiri Islamist militant proxies, formerly controlled by Pakistan’s ISI, are now moving into the jihadist orbit under al-Qaeda and the Taliban to carry out more complex and deadly attacks.

“Since these are the same militants who traditionally have had their sights on India, it is very likely that India will witness another large-scale attack,” Stratfor said.

In a separate report, Stratfor has dismissed comparisons between the Manawan police training academy terror strike and the November 2008 Mumbai terror attacks.

The think-tank’s analysis said the two incidents should not be compared as the Mumbai attacks were significantly different from the one in Manawan. The buildings of the two luxury hotels taken under siege by the terrorists in Mumbai were far more complex in design and occupied a larger area than the training academy’s building in Manawan, the report said.

The Mumbai incident was intricate because it involved foreign citizens taken hostage at three different locations situated far away from each other.

“Pakistani authorities did not have to worry about international sensibilities or killing a foreign citizen with friendly fire,” it said.

Bruce Riedel, an administration aide and retired CIA expert, who helped formulate Obama’s Af-Pak policy, believes there is “serious risk” of another Mumbai-type terrorist attack so as to ratchet up tension between India and Pakistan and give Pakistan Army an excuse to maintain its forces on the western border.”

NEW DELHI: An alleged Lashkar-e-Taiba operative held on Thursday ran a logistical hub that funnelled dozens of jihadists through Nepal to targets across in India, Delhi Police sources have told The Hindu.

Working with fugitive Lashkar commander Mohammad Saifullah, Bihar-born Nepali national Mohammad Omar Madani provided Lashkar operatives with passports, cash and communications facilities that allowed them to travel from Pakistan to India through Kathmandu — and then secure their escape.

Fahim Arshad Ansari, who is now being tried on charges of having generated the videotape that facilitated the training of the perpetrators of November’s carnage in Mumbai, is among those alleged to have benefited from the logistical infrastructure Madani helped set up. Sabahuddin Ahmed, Ansari’s immediate superior and the first Indian national to have commanded a Lashkar field unit, also used the Lashkar’s transit hub.”
