Doesn’t Madagascar speak Portuguese?

I was thinking more of Sierra Leone or Cote Azur.

Madagascar was French--you're probably thinking of Mozambique which was Portuguese.

The Cote d'Azur is part of the Mediterranean coast of France--not an independent country. Cote d'Ivoire is a francophone African nation (known in English as Ivory Coast).
