Was that an old historical fact from some time in the past or current in some part of the USA?
If I catch anyone here on my property, they will get prosecuted if they survive.

If there has been a declaration of emergency and there are looters, it might well fall outside of normal statute law.
Looters are considered during an emergency to be somewhere in the neighborhood of child molesters.
Looters were shot after the 1900 galveston hurricane it said in a book about the disaster.
That must be a *new* law. Because that's exactly what Mayor Daley (the old man) Ordered the Chicago PD to do when the West Side of Chicago was being looted and burned down by the natives during the MLK riots. His order was simple, and to the point - Shoot To Kill.
