It’s easier to impose martial law in a city, that’s true.

However, it is also harder to maintain it in a city. David Drake (and others) have a saying: There is nothing worse than city fighting - in someone else’s city - just ask the Germans about Stalingrad.

I suspect that any CivDef troops will have poor morale and will be easily discouraged.

Are we talking about the zerO mandate civilian corps and their 3 months training and 50 jumping jacks? Against the denizens of the inner cities who are veterans of the drive-by?

Or, OTOH, are these CivDef troops going to be NG who have had real counter insurgency training. I wonder how many NG do have real CI training? While the troops are literate and perhaps read science fiction, especially the war fighter genre, I wonder how many of the street thugs are or do? And do they have to?

I have been reading speculative fiction for over 50 years, with a concentration in the post-apocalyptic, survivalist and dystopia sub-genres. And here we are.
