Where is her trick or treat bag? If you were the Secret Service agent in charge of their detail, would you let random people throw who knows what into a bag held by a child under your protection? I wouldn't.
Also they might be going to a neighborhood party.

I think they were going to a party in the neighborhood from what I remember reading. The Secret Service probably wouldn’t let him go trick or treating with his kid. It’s too uncontrolled. They also wouldn’t let the kid have the candy she collected for the same reason.
