How much do you want to bet that the next round of Kyoto allows China to continue growing its greenhouse gas emissions at this rate? Kyoto was never intended to reduce greenmhouse gas emissions...it was intended to damage the USA.

Actually, if you work the numbers, even at the high end of the estimate in 2030 (4 billion tons), the per capita output of CO2 would still be less than the US in 2007.
