I think that the real reason they didn’t is that they took note of how badly the Clinton Impeachment boomeranged on the Republicans. They didn’t want to suffer the same fate. There aren’t a lot of great legal minds over there, but they do recognize the politics of it all.
Putting the two of them in the same cell would be considered “cruel and unusual punishment”.
