I think that the real reason they didn’t is that they took note of how badly the Clinton Impeachment boomeranged on the Republicans. They didn’t want to suffer the same fate. There aren’t a lot of great legal minds over there, but they do recognize the politics of it all.
You are probably right, the reasoning power of the entire Democrat leadership couldn’t light a decent light bulb.
