I’d like to know how in the heck Obama is going to ENFORCE these things? SERIOUSLY. Is he going to place all families under surveillance, or bug our homes, or require some kind of “Thermostat Lock”???

If the Feds can get control of the utility companies, they will have the power to ration. And if you can't do it that way, a DEM congress can say "no subsidies" unless you ration...
Kinda like Highway money...either go to 65 MPH or no highway money.
