I heard that too, but remember, when dimocrats don’t wish to follow a law they feel is wrong, they “civilly disobey” it.

They have to put a bill up on the internet after it's voted on for people to see it before the president signs it.

That's my take on this "rule"

This is Specter asking for it to be put up 24 hrs before the vote so citizens can give feedback before it is voted upon.

Yes, but . . . I think the concern was that since this was an emergency bill they may not post it. I think it is a great idea for the 24 hour review.
