Actually she does have foreign policy experience as the only governor of a state surrounded on all the land areas by a foreign country. On her state’s other borders are Russia and Korea.

As to the one heart beat thing, Dem’s worry about McCain keeling over, but if you look at risk factors, Obama is more likely to suffer health related problems. Both parents died at a young age and he only very recently (last year?) quit smoking.

Thomas Jefferson had been Secretary of State, but that was a while ago, and there has not been any other Secretary of State to become President of the United States.

Sowell is slipping a bit. During the first decades under the constitution, most presidents had been secretary of state. In fact, the office was considered the main stepping stone to the presidency. Monroe and JQ Adams come right to mind.

No governor ever had foreign policy experience before becoming president— not Ronald Reagan, not Franklin D. Roosevelt, nor any other governor.

I have huge amounts of respect for Dr. Sowell but, on this point, I respectfully disagree.

While governor of Texas, George Bush had several meetings with Mexican president Vicente Fox. Given the nature of their relationship, we can argue the merits of those meetings but, I would still maintain that that constitutes "foreign policy" experience. Far more than Joe Biden, who is a foreign policy moron.

Since they were right (especially on the biggest issue- The Cold War) and Biden is a Dem, and I honestly can’t remember what he said then, I can safely assume he was wrong.

James Monroe was Secretary of State under Madison, 1811-1817.

John Quincy Adams was Secretary of State under Monroe.

So actually, it makes perfect sense for Secretary of State to be a springboard to the presidency of a federal government which exists almost solely for foreign relations/national security.

Well, there was James Buchanan who was Minister to both Russia & Great Britain prior to becoming President. He would have had the most important kind of foreign policy experience short of being Secretary of State. He is also universally regarded as the worst POTUS (or at least in the bottom 3 of most lists). This is a cautionary tale when judging 'experience' since 'on paper' some people look really good. There really isn't an alternative to 'experience' as long as you don't make a fetish of it.

I think Dr. Sowell is being a little modest. If he moved into policy making decisions in the Pentagon, I think he’d be a very quick learner...even nearing eighty years old.
